Katherine Margaret Ellis (born September 22, 1977) is an Australian politician who has represented the Adelaide Division in the Australian House of Representatives since 2004. She served in the 2007–13 Federal Labor Government’s external ministry in multiple portfolios and has been in the shadow cabinet ever since. Ellis announced in March 2017 that at the 2019 federal election she would step down from the shadow cabinet as of the next reshuffle and leave parliament.

Ellis is married to News Limited journalist David Penberthy, a former editor of Sydney’s Daily Telegraph and current editor of Adelaide’s Sunday Mail. They were married on 23 February 2013. Ellis gave birth to her first child in April 2015 and a second in July 2017.
Ellis supports the Adelaide Football Club and was named as a club ambassador in 2009. In 2011, she joined tennis star Lleyton Hewitt as the club’s number-one ticket holder, becoming the first woman so honoured. She is also a Club Ambassador for the SANFL team the Glenelg Tigers.
Since her entry into public life, Ellis ‘ public image has been the subject of media attention. She was voted the “sexiest” MP of Parliament in a federal MP poll conducted by the Courier-Mail newspaper in October 2008. She modelled for Grazia magazine a Karen Millen dress and Gucci high-heels in April 2010. She agreed to do the shooting to raise awareness of poor body image and to promote healthy weight and eating attitudes in fashion magazines.

Born in Melbourne, Ellis grew up in rural South Australia in Mannum’s Murray River town where her mother worked as a primary school teacher. Ellis moved to Adelaide to attend Daws Road High School for her secondary education. She enrolled but left without completing a Bachelor of International Studies at Flinders University. While enrolled at Flinders she was General Secretary of the Students Association and an editor of Empire Times.
A member of the Australian Labor Party, she worked as a research officer for state and federal parliamentarians. Ellis is linked with the Shop, Distributive and Allied Employees Association (SDA). She was a ministerial adviser to South Australian state minister Rory McEwen and then for the former Deputy Premier of South Australia, Kevin Foley.

At the 2004 federal election, Ellis was elected to the House of Representatives for the Adelaide Division, South Australia, defeating Liberal Party incumbent Trish Worth with a 2% two-party swing to a margin of 1.3 points, up to 8.5 points in 2007. In 2010 the margin dropped to 7.7 points and in 2013 to 4.0 percent.
Ellis became Minister for Youth and Minister of Sport after the 2007 election. This made her the youngest person to become an Australian government minister, a record hitherto held by former Prime Minister Paul Keating. Ellis took over Early Childhood Education, Childcare and Youth portfolio in 2009.
Following the 2010 election, Ellis became Minister of Employment Participation and Early Childhood and Childcare and Minister of Status of Women. Ellis was Minister of Early Childhood, Childcare and Youth for a few months prior to the defeat of the Labor government in 2013. Ellis was then elevated with the Education and Early Childhood portfolios to the shadow cabinet.
In 2012, Ellis voted in favor of a marriage bill for the same sex. In 2016, she supported the Australia Safe School Coalition program.
