Fiona studied at the University of St Andrews in Scotland. She then studied at Harvard University, where she gained her master’s degree in Russian and modern history in 1991, and her Ph.D. in history in 1998 under Richard Pipes, Akira Iriye, and Roman Szporluk. In Harvard, Fiona was a Frank Knox Fellow.
Hill is a British-born American foreign affairs specialist and former official at the National Security Council specializing in Soviet, Russian and European affairs, a docket she was assigned in April 2017 by Donald Trump and be his Special Assistant.
However, in August 2019 Hill took a personal decision to step down from her position, and was replaced by Tim Morrison, a position from which he later resigned on October 31, 2019.
