Gluck began working at a young age. After studying law, Gluck took jobs at law firms and worked for several of them. Later on, he became a litigator at the Proskauer, Rose, Goetz & Mendelsohn law firm. He was offered a real estate job in 1980 at Dreyer & Traub and he chose to accept it. He would later become a partner of Dreyer & Traub. His move cost him a reduction in payment, from $50,000 to $35,000.He was able to raise money from friends and family and bought his first building in Brooklyn’s Carroll Gardens.

Gluck’s partnership at Dreyer and Traub was made in 1985 when he joined his fellow attorney Steve Witkoff to begin the company Stellar Management. The company’s name is from the names, Steve and Larry. They began its operation with the buying of cheap buildings in Washington Heights.

Unfortunately, the real estate market collapsed and in 1998, Gluck and Witkoff decided to dissolve their partnership. Gluck took the residential properties under Stellar Management as his firm and Witkoff took the office buildings under his firm the Witkoff Group. With Gluck at the helm of Stellar, the company had its focus on the repositioning and renovation of subsidized middle-class housing rental housing in New York City.

Gluck has purchased very many aging residential complexes since 2004. These complexes were built with state subsidies, for example, the Mitchell-Lama program. He replaced rent-regulated residents as the subsidies expired with market-rate tenants who would pay twice or thrice the rent. Gluck majorly renovates the buildings he buys.

His work has had several hitches, with confrontations with tenant groups at several of his properties ensuing. The properties that have experienced this include Castleton Park on Staten Island and Independence Plaza in Manhattan, Meadow Manor, Flushing, Queens. He has been criticized for reducing the rent-regulated inventory of housing stock in New York City. Gluck borrowed $250 million to buy and renovate the Riverton Houses, in 2005. It is a 1,232-unit residential development in Harlem, New York City, and 90 percent of its units were rent-stabilized, but he lost it to foreclosure in 2008 as the real estate boom collapsed.

He signed a contract in the same year to buy the 33-story Tivoli Towers in Crown Heights, Brooklyn, with plans to take it out of the Mitchell-Lama program. The deal was stalled after the tenants made a discovery of a covenant that prevented Tivoli from leaving the Mitchell-Lama program until 2024. Litigation followed as well as a confrontation that turned political as U.S. Senator Chuck Schumer and borough president Marty Markowitz opposed Gluck’s purchase of the building.

New York City’s Housing Development Corporation began looking for another buyer to renovate the aging building to no avail. In 2010, it struck a deal with Gluck, that the city would provide him with a $45.7 million low-interest mortgage to purchase the facility and Gluck would be allowed to raise rents although in a more measured way though he would still double them. The Mitchell-Lama credits would also have their expiration extended to 2040 from 2024. Stellar Management owns 24,000 apartments in New York, Washington, San Francisco, and Chicago.
