The Directorate of Criminal Investigations (DCI) Goes After Echesa Over Money Laundering Scheme

People Daily reported that Echesa may have been exposed to money laundering by his associate Joseph Waswa who is linked with last week’s recovery of Ksh32 billion fake currency in Ruiru.
According to a sleuth privy to the probe, the sacked CS was in constant communication with Waswa.
A call data analysis showed that Waswa had been in communication with two other suspects, Joseph Munyao and Nancy Muthoni, and in most cases, he would call Echesa after calling the two.
Detectives are trying to establish if the former CS visited the building where the fake currency was found.
They also want to establish the relationship between the former Echesa and Cameroonian Peter Longa who was extradited from the country in 2018 over money laundering.
Longa had been deported to Cameroon on January 7, 2017 and declared persona non grata by the then Interior CS Joseph Nkaiserry but found his way back to Kenya.
Echesa was fired from the sports docket on Friday by President Uhuru Kenyatta.
“In accordance with Article 152(5) of the Constitution, as read together with Article 152(1)(d) of the Constitution, the appointment of Mr Rashid Echesa Mohamed, as a Cabinet Secretary has been vacated,” read a statement in the Executive Order No.3 of 2019.
In a recent interview, he admitted that Waswa, who was charged alongside six others of defrauding businessman off Kshs 10 million using Uhuru’s name and voice, was his personal friend but refuted claims that they were business partners.

President Uhuru Kenyatta has fired Sports Cabinet Secretary Rashid Echesa.
Echesa has since been replaced by Ambassador Amina Mohammed, who has been the Education minister in President Uhuru’s latest cabinet reshuffle.
“In accordance with Article 152(5) of the Constitution, as read together with Article 152(1)(d) of the Constitution, the appointment of Mr. Rashid Echesa Mohamed, as a Cabinet Secretary has been vacated,” read the Executive Order.
The government shall be reorganized as set out in this Executive Order; the portfolio responsibilities and changes made in the structure of government set in this order shall come into immediate effect, and Executive Order 1 of 2019, is further amended accordingly,” President Kenyatta stated.
Education Cabinet Secretary Amina Mohammed was moved to the Ministry of Sports, Culture, and Arts with Kenya National Examination Council (KNEC) Chairperson George Magoha named the Education Cabinet Secretary-Designate, pending his vetting and approval by the National Assembly.

Rashid Echesa Mohammed is the former Cabinet Secretary for Sports and Heritage after he was nominated by President Uhuru Kenyatta in January 2018. His appointment was however revoked on Friday 1st March 2019.

Rashid Mohammed Achesa prefers to be called a village boy. He believes his is a neat case of ‘grass to grace’-the typical tale of a man who rose from being a ‘nobody’, fought hurdles, and wiggled himself straight into the Cabinet.
Those close to him had a different description. They called him a shrewd operator. A schemer not afraid of crawling low and going beneath society’s morals to get what he wants. They believed that his appointment into the Cabinet was fraudulent. Achesa calls them distractors.
He said, “I worked hard to be where I am, and I will continue working with the people.” This is a script many say he has mastered from when he formulated his political career.

His charisma, theatrics and articulate nature made him a darling of the people. A few years ago, when tempers were up over misappropriation of funds at the Mumias Sugar Company (MCS), Achesa stepped out to ‘save his people’. He organised a group of youths and they physically blocked lorries from ferrying sugarcane out of Mumias.
Boxing at Mumias Company presented him with a chance to join the Kenya Prison’s Service as a pugilist. He competed in major tournaments in Kenya before he became a youth leader for former President Mwai Kibaki’s 2007 re-election vehicle PNU. At the time, he was 26 years old when this happened. Those who watched his political career take off describe him as a go-getter. A force.
He however ditched PNU for ODM which was more popular in the Western region of Kenya. With ODM, he was a National Youth leader. His ability to sway crowds however failed to bear fruits when he contested for Mumias West parliamentary seat in the General Election.
He later moved to the Jubilee Party and appointed o the cabinet. Achesa’s move was described by many as political suicide with nominated MCA Phaustine Werimo terming it as the ultimate betrayal since Achesa comes from a predominantly Opposition area. Many criticised him and tried nudging him towards the direction of where they felt he would flourish. He however refused. Political analysts viewed his nomination as a reward for staying in the heat.

Achesa was nominated by President Uhuru Kenyatta in early 2018 to be a secretary in his cabinet. His uncle Musa Ekaya claimed that Mumias erupted with celebration as soon as Achesa’s name was mentioned. He further said that Achesa had started a historical chapter for the Abawanga community, by becoming the first to be elected into Cabinet.
The former ODM National Youth Leader then submitted his CV to the National Assembly’s Committee on Appointments which then discovered his education credentials were inadequate for the job. The committee chaired by Speaker Justin Muturi, expressed reservations about him but approved of him altogether. He then became the Sports and Culture cabinet secretary till his revocation on 1st March 2019. He was the youngest in the cabinet as he took over from Hassan Wario.
