He attended St. Thomas Aquinas Parish School, where he was a star player on the CYO basketball team. Mullin attended Xaverian High School in Brooklyn, where he was a two-time All-New York City selection. He led Xaverian to a state championship in 1981.
After high school, Mullin attended St. John’s University in Queens, New York. In 1985, Mullin was named the John R. Wooden Award winner as the nation’s top college basketball player.
