Penner began work as a financial analyst at Goldman Sachs Group, Inc., a multinational financial services company and investment bank in New York. Penner then joined Walmart as an employee. He also worked as a General Partner at Peninsula Capital, an early-stage venture capital fund, from 1997 to 2000. From 2000-2002, Penner was the Senior Vice President of Finance and Strategy for Walmart.com, while from 2002 to 2005, he worked as the Senior Vice President and CFO of Wal-Mart Japan.

For over 20 years, he held several positions at the company before his biggest promotion. In 2015, Penner ascended to become the chairman of Walmart’s Board of Directors. He became the third person to serve as chairperson, replacing his father-in-law, Rob Walton. The company’s first chairman was its founder, Sam Walton.
