Juan Vargas Career
Juan Vargas started his career from his school lifetime up to the time he decided to run for the 50th Congressional District which is based on San Diego. He served in the San Diego city council from 1993- 2000, while he was there he created the ”Operation Restore” to employ the homeless individual to remove graffiti and to rehabilitate their homes.
He challenged Filner in the Democratic primary elections in 1996. He didn’t debate Filner, so the incumbent instead sparred with a life-sized Vargas cardboard cutout. Vargas said he agrees with Filner on “99 percent” of issues. Filner defeated him 55%–45%.
He decided to run for California’s 79th State Assembly district. He defeated Republican Jon Parungao 77%–19%. In 2002, he defeated Republican Mark Fast 66%–30%. In 2004, he defeated Libertarian Eli Wallace Conroe 85%–15%. In his first year in the Assembly, he was appointed as the Assistant Majority Leader.
He authored AB 188, which was legislation that bans smoking in children’s playgrounds. He also introduced legislation aimed at protecting children from arcade video games. He authored the legislation to mandate life sentences for people who commit violent sex crimes against children, which served as a model for Chelsea’s Law. In 2006 Vargas decided to challenge Filner for a third time, this time in California’s 51st congressional district.
Vargas accused Filner of being a part of the culture of corruption of Washington, pointing out that Filner had paid his wife more than $500,000 in campaign funds for consulting services performed from their condominium in Washington. Filner in return argued that Vargas had controversial payments to his brother-in-law, who was a lobbyist for realtors. Filner defeated Vargas 51%–43%, with Danny Ramirez getting 6% of the vote.
After leaving the State Assembly in 2006 due to term limits, he took a job in his home, to auto a small business insurance company, where he was tasked with creating jobs and outreach in diverse San Diego Communities as part of the company’s diversity initiative. Vargas left that job at the end of 2009 to run as a Democratic candidate for the California State Senate.
When Filner announced he would retire from Congress to run for Mayor in San Diego in 2012, he endorsed him despite their history of bitter rivalry. Vargas then ran for Filner’s seat in the 51st district. In the open primary, he ranked first with 46% of the vote. Republican Michael Crimmins ranked second with 20%, Democratic State Senator Denise Moreno Ducheny came in third with 15%, and four other candidates received single-digit percentages.
In November, he defeated Crimmins 71%–29%. In 2010 Vargas narrowly won a seat in the California State Senate, 40th District. He defeated Assemblywoman Mary Salas by 22 votes, after recounts in San Diego and Riverside counties. He resigned from the Senate effective January 2, 2013, so that he could take his seat as a Congressman. A special election to fill his seat was held in March 2013.

What are the issues that matter to you most?
For me, criminal justice reform is huge. I worked in the mental health field in juvenile justice for a long time, and one of the things we had a huge issue with was really fighting against the racial disparities when it comes to young people, and when it comes to people of color in general. Black and brown folks are in jail way more than anyone else.
When we talk about not only the criminal justice system but how the school-to-prison pipeline contributes to mass incarceration, that hits home for me because it affects not only me but those around me and the young people that I work with every single day. I would also say that immigration and working on immigration reform is huge for me.
Not only because the community that I come from is deeply affected by it, but I know that we need to find a humane and comprehensive way to deal with immigration justice and a comprehensive reform when it comes to border issues. So those things are heavy on my heart. I come from being raised by, not only my mother, but my grandmother, and seeing what health care in my own health issues (was like) and seeing the cost of health care and the lack of resources when it comes to women’s reproductive services and rights.
Those are huge issues because they directly affect me and those I love and work with every single day. And I know that people in our community are deeply affected every single day.
Why would running for the congressional seat be the best to deal with these issues?
A: I believe in knowing your flaws and knowing your strengths. A lot of the work that I do, and sit on boards and advise many public officials and people in positions of power. I not only advise them, but I also hold them accountable. I move in a space and am allowed to move in space because the community trusts me. I am transparent. They know who I am.
They know that I’m going to show up for them. I know how to speak in spaces where there are people in the positions of power, and also be that liaison for the community and that community’s voice. So I felt like Congress because of the ability to change laws and write laws or introduce laws was huge, but also that piece of Congress that holds people accountable and shares power with the president and the Senate is huge.
And so my ability to hold people accountable and to come from that place, Congress is the position in government that is directly voted in by the people. The people know me, and I want to be a voice for the community in a position of power.
