Rowell was born on May 10, 1959, in Portland, Maine, United States to her father Wilson, and her mother Dorothy Rowell. When she was 16 days old, Rowell, along with her two sisters, Lori and Sheree, were surrendered to child services.
Rowell grew up on a 60-acre working farm in Maine with foster parents Agatha C. and Robert Armstead, and learned classical ballet from a book. Rowell finally turned professional and performed with ABT (American Ballet Theater) II and other professional ballet groups.

Rowell rose to fame in 1990, after she was cast as Drucilla Barber, a street urchin-turned-ballet dancer on the CBS daytime soap opera, The Young and the Restless. Rowell became a fan dearest and was nominated for three Daytime Emmy Awards in 1996, 1997, and 1998. She won 11 NAACP Image Awards for her characterization of Drucilla.
