Johnson was born on September 1, 1956, in New York, New York, United States to his father and mother. He grew up with his younger brother, Eric Johnson. Johnson, influenced by New York City playground legend and basketball Hall of Famer Earl Monroe, adopted the number 15 throughout his playing career as a tribute to Monroe.

After he completed his high school education at Franklin D. Roosevelt High School in Brooklyn, New York, he went to McLennan Community College in Waco, Texas where he played basketball there for two years, leading them to the national tournament and earning junior college All-American honors.

Later, He transferred to Baylor University in Waco, Texas for his final two years of college. There, he became a two-time All-American, the school record-holder for points-per-game average, and holds the record for most points scored in a single game.

Johnson was selected as the No. 7 overall pick in the 1979 NBA draft by the Seattle SuperSonics. He was sold to the Detroit Pistons in November 1981, in exchange for forward Greg Kelser.
