Fatt was born on July 21, 1953, in Casino, New South Wales, Australia. He is the second youngest of four children. His parents, Norma Yong Yee and Oscar Fatt, were Chinese immigrants. Fatt’s father owned a large retail store in Casino. Fatt attended Casino Public School and Casino High School. He was a good student and was involved in a number of extracurricular activities, including music and sports.

After graduating from high school, Fatt moved to Sydney to study architecture at the University of Sydney. However, he soon realized that he was more interested in music than architecture. He left university after one year and began playing keyboard in a rockabilly band called The Roadmasters.
