Lichtman was born in Brownsville, New York, NY, United States into a Jewish family. He attended and graduated from Stuyvesant High School and later obtained his bachelor’s degree from Brandeis University in History in 1967. He was a running track wrestler for the school graduating Magna Cum Laude and Phi Beta Kappa. In 1973, Lichtman obtained his Ph.D. from Harvard University as a Graduate Prize Fellow in history.

Lichtman started teaching at American University in 1973, climbing ranks to the chair of the history department and was named scholar and professor of the year in 1993. Apart from teaching, Lichtman has worked as an expert witness on civil rights in over 70 cases for the U.S. Department of Justice and civil rights groups like the Puerto Rican Legal Defense and Education Fund, and the Mexican-American Legal Defense and Education Fund.
