Nouri was born in Washington D.C. to Gloria (née Montgomery) and Edmond Nouri. His father, Edmond was an Iraqi expatriate from Baghdad who reached in the United States on a Georgetown University scholarship, enrolled in the U.S. Army during World War II, and became a clerk for Stars and Stripes and The New Yorker.
Nouri studied and graduated from Emerson College. He then attended Rollins College and pursued acting with Larry Moss, Lee Strasberg, Bill Alderson, and Bob Modica.

In 1983, he had a starring role as Nick Hurley in the romantic drama Flashdance.
