David McKean Biography

David McKean is an American human rights attorney. He is widely known as the husband of Maeve Kennedy McKean, a public health official, human rights attorney, and academic. Maeve is the daughter of Kathleen Kennedy Townsend who served as the sixth Lieutenant Governor of Maryland from 1995 to 2003. McKean was confirmed to the position in 2016 and sworn in on March 14, 2016. He previously held the position of Director of Policy Planning at the United States Department of State from 2013 to 2016 under John Kerry.

McKean graduated with a Bachelor’s degree in English from the University of California, Berkeley, in 2004, and earned a Doctor of Law (JD) from American Univesity, Washington College of Law.

Additionally, during law school, McKean was elected to be the Executive Editor of the American University International Law Review and he is a member of the New York bar.

Before joining the Department of State, McKean was a public policy fellow at the Woodrow Wilson International Center for Scholars in 2011 and 2012. He previously worked as CEO of the John F. Kennedy Presidential Library and Museum in Boston, staff director for the United States Senate Committee on Foreign Relations (2009–2010), and chief of staff to Senator John Kerry (1999–2008).

McKean also served as minority staff director of the United States Senate Homeland Security Permanent Subcommittee on Investigations (1997–1998), deputy chief counsel of the U.S. Senate Campaign Finance Investigation (1997), and Special Counsel to the Commodity Futures Trading Commission (1995–1997).

Prior to that, McKean served as Chief of Staff to Congressman Joseph P. Kennedy II (1994–1995) and Legislative Assistant to U.S. Senator John Kerry (1987–1992). McKean taught at the Waterford Kamhlaba in Eswatini (1981–1982). Since 2006, he has served as a board member for the National Archives Foundation.

Mckean’s wife and 8-year-old son Gideon went missing while paddling in a canoe near Maeve’s mother’s waterfront residence in Shady Side, Maryland. Maeve had taken her family to Maryland to stay in quarantine during the 2020 coronavirus pandemic. Some reports from the Maryland Natural Resources Police say they were attempting to retrieve a kickball that had landed in the water.

Due to high winds, the mother and son duo were swept further out into the Chesapeake Bay. Fire officials from Anne Arundel County received an emergency call at 4:30 PM that day from a man who reported seeing a woman and her son, presumably the McKeans, in a small canoe near the community pier at Columbia Beach.

After a search that spanned several days and involved aviation and underwater imaging sonar technology, authorities recovered McKean’s body Monday 6th April 2020 at about 5:30 p.m. in 25 feet of water. This was about 2 1/2 miles south of her mother’s residence in Shady Side, Maryland, where the canoe was launched.
