Judy Clarke was born in 1952 in Asheville, North Carolina. From about the 6th or seventh grade, Clarke wanted to be an attorney or a judge. As a youngster, her mom trained her on the Constitution, and she stayed keen on it. Judy Clare was born in Asheville, North Carolina to Harry Wilson Clarke, her father, and Patsy Clarke, her mother. Clarke was brought up in Asheville, North Carolina. She had three other siblings among them, Candy and Mark. Her father, Harry Wilson, was a civic leader in Asheville and president of the Western Carolina Industries employer association.
Her father, Harry, was killed in 1987, near Asheville in the crash of a private plane. Jesse Helms, who he was campaigning for, called Patsy Clarke to offer his condolences and sent the family a flag that had been flown in his honor at the U.S. Capitol.
