He moved to Augusta, Georgia in the year 1997 to take up the pastorate at Tabernacle Baptist Church that was founded in 1885 as Beulah Baptist Church. When he took over the church it had only 125 members and grew to 2,100 members by the time Otis left in the year 2006.
