He moved to Augusta, Georgia in the year 1997 to take up the pastorate at Tabernacle Baptist Church that was founded in 1885 as Beulah Baptist Church. Throughout the Civil Rights Movement, the church served as a local base for the movement. When he took over the church it had only 125 members and grew to 2,100 members by the time Otis left in the year 2006. In addition, while Otis was serving at the church, it undertook a major renovation of their historic building. In addition, Otis published a sermon collection in the year 2000 entitled Redemption in a Red Light District – Messages of Hope, Healing, as well as Empowerment, which consisted of sermons from his first year on ministry.
